Sacyr Ingeniería e Infraestructuras entered the country in 2016, when Sacyr y Grinor was awarded the concession for Routes 21 and 24.

The project consists of the converting 121 km of single lane to double lane, and the maintenance of the two complete sections, totalling 179 km. Infrastructure works include the 8.5 kilometre Nueva Palmira bypass. The investment managed is almost 90 million euros.
