SacyrFluor provided project management services (PMC) to expand and modernize Repsol’s Refinery in Cartagena, located on the east coast of Spain.
The PMC focused on the management of interfaces with various licensors and contractors for engineering and procurement, providing the Basic Engineering for the “open art” units, ordering long-term equipment and helping Repsol to prepare the estimate for project authorization.
Furthermore, Sacyr Fluor was also responsible for engineering, procurement, and the supervision of offsite construction, facilities, and revamps. The work undertaken by Sacyr Fluor encompassed approximately one quarter of the total investment.
The main objective of the expansion and renovation project was to obtain a refinery for 200,000 BPD of complete conversion, capable of processing heavy/sour crude oils.
To this end, a further 20 new processing units and 10 utility units were added, and other existing units were also modified. Currently, the Refinery is in a good position to meet growing market demand for quality middle distillates.
The project surpassed the operating targets with regard to the consumption of hydrogen and energy, and also complied with the strict environmental requirements of the EU and Spain. Just as importantly, the project made a positive contribution to the community by maximizing the use of local labor, suppliers, and local contractors, and simultaneously implemented high level standards in design and construction.
SacyrFluor helped Repsol to secure the environmental permit required in March 2008 and managed all the permit concession activities for the project, which required in-depth knowledge of local codes and regulations. The new refinery borders an environmentally sensitive area, and the conservation of native flora and fauna has been a concern. Furthermore, to minimize the leveling of naturally sloping terrain in the Valle de Escombreras, the site has several terraces, which vary in altitude from 35.5 meters above sea level for the Hydrocracker unit, to 22.5 meters for the sulfur handling area, which created unique challenges in the design and construction.
